It’s illegal for a local authority to ‘fetter’ itself but what is a good definition of fettering?

my mum lives in a council bungalow and is disabled. she has a lot of trouble getting in and out of her car because although there is a concrete hard standing it isn’t wide enough for her to get out and reach the front door without having to step off the concrete. She often stumbles and has minor injuries from pulled muscles and twisted ankles etc. on the slightly uneven wet or muddy ground.

I suggest that if she can not get concrete put down you can get some tree bark from the garden centre to put down it wont be a very hard surface like concrete but it will be better than mud.

Otherwise get her a wheel chair then they will have to do it.
