To avoid cutting yourself shaving gel is better than foam shaving cream?

I realized that the majority of shaving creams that are designed to minimize the cuts or irritation are gels instead of foam. Is there something inherently better about gel to avoid interruptions? Any specific product that you would recommend to reduce the cuts and irritation? Thank you.
