Should I file my appeal and for CIC 's format?

RTI (right to information) is in the process of being dying. The office of the CIC is the organization of funerals. They are returning appeal for the appellant to resubmit as per their format. And the format is always changing as is standard in any office of Govt. Mr. CIC is an interview with news channel said there is no mandatory provision for the submission of appeal as its standard format. According to the appellant may submit your appeal on the sheet of plain paper. But the Babus at the office of CIC have not heard talk about that. My call has been returned after four months.
